What is becoming obvious is that we have moved from a date driven release
schedule to a "release criteria" driven schedule. Branch-for-release and
then release itself will occur when their criteria are met, rather than on
some specific date.

I'm trying to formalize the major release criteria, and will try to post
something in the next few days. In the meantime, bits are dribbling out
like the recent "Regressions against 1.30.2" and "Do we still care about
file names > 31 characters?" threads.
