I think so too.
Daniel, could you please set it up? Maybe with a name like
"blanket-permission.txt" or similar.
If you start it out with just your own name, then each of us who wishes can
add our own names. That leaves a nice audit trail (via the CVS log
Boost list run by bdawes at acm.org, gregod at cs.rpi.edu, cpdaniel at pacbell.net, john at johnmaddock.co.uk
