http://www.boost.org/more/test_policy.htm gives requirements. It is a 
little out-of-date, so I've changed it in CVS to link to Boost.Test's Test 
Tools and Unit Test Framework. I've also changed the section that mentions 
them from "Optional" to "Optional (but highly recommended)"

I'll let someone else comment on your design question.
