So perhaps for existing libraries, after 1.31 is released, a set of 
enhancements/bug fixes could be drawn up fairly early on for what will 
go into each library for 1.32.  That may gave a more defined target to 
work towards for the next release.  As for new libraries, that would 
have to be thought about.
