It was suggested some time ago by Daniel Wallin
to refactor part of Boost.Python generating class
description into separate library. The result could be
reused by Luabind.

Is such separation possible and technically feasible at all?

It may find use to implement RTTI-like mechanism,
e.g. for GUI toolkits.
