I was able to reproduce this problem with very simple test program:

#include <cstring>
#include <cstring> // file included twice

int main(int, char*[])
{
     return 0;
}

I believe that <cstring> from libcomo 31 is culprit here. I deployed 
simple temporary solution and asked Comeau Computing for support.
