Instead of deleting all of "bin", they could just delete 
"bin/boost/libs/numeric/ublas/test7.test" and save on the complete 
recompile.

I would recommend that both library authors and people paying attention 
to the test results to pipe up when they notice a stale result and post 
to the list (or directly to the testers) as to which directory to remove.
