I have that list watched.

An announce list is supposed to have very-low traffic. It only has notices
about the beginning and/or ending of the big-picture cycles. All the stuff
in-between goes on in the corresponding developer list. People who only
need to know the big-picture items can subscribe only to an announcement
list instead of sifting through for < 1% of the messages in a developer
list. (For our reviews, an announce-list posting would signal lurkers to
start subscribing to the developer list.)

I don't know who has authority to post to the announce list. We would have
to query one of the admins here. (Answers?) Since announcements are very
rare, in the worst case a review manager could ask an admin to relay the
initial and final posts.
