The fact that units is required and important shouldn't inhibit the utility
of a dimensional analysis library.  Ideally, a units library would depend on
a dimensional analysis library. But a dimensional analysis library should be
able to stand on its own.

I'm aware that efforts to agree on a units library have failed to reach a
consensus.  But perhaps its might be possible that a consensus could be
reached on a dimensional analysis library?  That would be a good first step
and useful in its own right.
