For the same reasons you need Boost.Build to build Boost. There are
lots of steps to translating BoostBook into HTML or PDF. If you want
to figure those steps out by hand and put them all in a .bat file and
do all of them every time even if only a small percentage need to be
done, then by all means go for it!
