I did a little reading and here is what I found at

Tracker Technicians are responsible for processing submitted issues. Issues
may be assigned to any project member designated as a Technician for that
Tracker using the "Assigned To" pulldown menu on the Tracker item view.

So it seems one has to be a Tracker Technicians (or an admin) to assign a
tracker item to someone. Maybe all developers should be given this role?
