[boost] [minmax] A link needs to be corrected

This is for the top page for the min-max algorithms at
<http://www.boost.org/libs/algorithm/minmax/>.  The link reference for
Alexandrescu's paper about std::min/max problems is no longer active.  I
think the new link is <http://www.cuj.com/documents/cujcexp1904alexandr/>
(which got redirected to
<http://www.cuj.com/documents/s=7996/cujcexp1904alexandr/alexandr.htm> on my
browser).
