I personally agree that Boost should have this type of matrices and 
vectors. But for one thing, instead to designing a new interface or 
library, I would seriously think about integrating static sized matrices 
and vectors into uBLAS. I don't see any good reasons why we shouldn't mix 
the two kinds.
