[boost] Removing Boost.Build v1

Fair warning: I'm planning to tag Boost.Build v1 in CVS as
BOOST_BUILD_V1 so you can retrieve it, and then remove it from the CVS
HEAD.

If you need Boost.Build v1, you'll be able to get back to the current
state as follows, from the Boost root directory

    cvs up -rBOOST_BUILD_V1 boost-build.jam tools/build/v1
