I have also expressed an interest in actually doing this but there
hasn't been much interest in making sure it actually works so I've
trekked off on my own. From my perspective it seems like the goal is to
fast track this static unit library into boost without first making sure
people are going to use it, and second that they can. If the
expectation is that people will build runtime unit systems on top of
this then steps should be taken to make that possible, easy, and clean.
  However, when I brought this option up earlier it was deemed
unimportant. That's fine, but I can't really support the library
without this.
