I don't use Kate, but it looks interesting for sure. And yes I think there
is a place for tools like this within Boost, or at least linked to from
Boost list run by bdawes at acm.org, gregod at cs.rpi.edu, cpdaniel at pacbell.net, john at johnmaddock.co.uk
