These are generated from quickbook, correct?  If so, the quickbook files 
should be added and regenerated unless you want to maintain the html by hand. 
  And actually you'll need a doc Jamfile and such.

The docs will be broken without, so yes add them.

One think with the images is you want to flag them as binary so use the -kb 
switch:

   cvs add -kb some_image.png
