That sounds a bit harsh, so I apologize to both Tom and Ron.  I do not
mean anything bad against the Review wizards at all.

In two of my "applications" I specifically said that I had not done one
before, and did not even know if I passed the basic qualifications of
boost membership.

I just meant to say that it would help if we could be a bit more
specific about basic qualifications.  Based on my personal experience, I
simply assumed that only library authors/contributors could manage a
review.

I think this subject should get some authoritative clarification for the
future, because until that comes, I will never again volunteer as a
review manager since, based on my understanding, I do not meet the basic
requirement.
