[boost] [range_ex] Range Update Proposal now in the vault

An update to the Boost Range library that includes range adaptors has been
placed in the root of the Vault.

 

I am inviting feedback to improve the code before it is subsequently
formally reviewed.

 

It should be noted that documentation and the unit test harnesses will be
submitted within the next couple of weeks.
