I'm neither a Boost.Python nor Boost.Build expert, so can't offer much 
help. Hopefully others will wade in with suggestions and/or fixes.

In the meantime, have you tried a more modern version of VC++? The free 
download of VC++ 2008 Express Edition, for example.
