The sandbox provides a version control system for code in development for 
Boost.  Of course not everyone wants/needs to use a version control system.

The Vault provides a place where you can download pre-packaged zip's of 
submissions for Boost - typically, but not always - snapshots of stable 
versions of code in the sandbox.
