The boost::swap utility isn't yet part of the release branch
(although it's in the trunk for a few months now). So in the case of
utility/swap, it's not just the tests that need to be merged.

I was thinking so too...  In the case of utility/swap I think it's
up to Joseph Gauterin in the first place.
