They are supposed to be downloaded from
http://svn.boost.org/svn/boost/trunk/tools/regression/src

run.py ought to print
# Dowloading regression scripts from 
http://svn.boost.org/svn/boost/trunk/tools/regression/src...

I'm not sure what the problem is.  I just tried it and I see the fix in
tools_regression_src/regression.py
