I have been searching for some standard library of this type for some time.
Eventually I wrote my own primitives, taking ideas from tbb and other
resources on the web. I also have some containers based on atomics, like
non-blocking stacks.

I think an atomic-ops library would be a great addition to Boost. If that
was available, I would happily throw away all my own code.
