As far as fixing bugs goes, please go ahead and submit your patch regardless
of whether or not the maintainer for a library is signed up. We will pester
maintainers with outstanding patches to apply/correct/reject as needed.

Features might best be discussed first. At least for filesystem, I get a lot
of feature requests that have hidden implications that would need to be
resolved before moving forward.
