The role of RW is to manage the general review process, not reviews. RW is a fixed role. By contrast, there are no RMs until someone volunteers to be one for a particular library. It is then that someone assumes responsibility for all of the expected work.

Having an RMA means that a busy person who will not volunteer to be a RM for an upcoming library due to lack of time, might do so because the RMA can reduce the workload. The RMA is motivated to do the work for the many reasons already cited.
