It's a 4-way SMP Intel Xeon 2.8GHz machine with 4Gig RAM.

Mailman only AFAICT.

Only if someone else volunteers the resources.. I.e. hardware, 
bandwidth, and administration. But to me it seems like the hardware 
should be sufficient to run Trac, SVN, Mailman, and more.
