The information I sought is captured, less succinctly, in <https://svn.boost.org/trac/boost/wiki/ReviewScheduleLibraries>. I hadn't realized there was such a page in the Wiki. You are right that the Review Wizards should only have to manage current and likely review candidates on the reviews queue.
