There's nothing wrong with either one, in a .cpp file, provided the namespaces are well managed. That's certainly the case with std, but less so with boost for reasons being discussed in this thread. If using namespace std introduces ambiguities, they can be resolved with scoping on demand. Meanwhile, non-ambiguous names don't need scope resolution.
