...I guess (all) these instruments must be written (from scratch) and
delivered as part of the Boost.Locale project, and placed among other
Boost.Tools (bjam, bcp, wave, etc.)

This eliminate dependencies from external (not under our control) tools
(that we may re-implement in a better fashion)
