I believe that US East Coast time is 5 hours earlier than UTC, which 
would make 7 PM and 4 PM Saturday the east coast and west coast times.

Can the boostorg repo on GitHub be pulled from at any time during that 
week or is the idea to wait until everything has been verified first.
