We don't have any solutions, as nothing has been implemented. It's
possible to imagine other alternatives. For example, a configuration
file specifying subsets of headers to be counted as a unit. I don't
think it's a good idea to reorganise the file structure of a module
based on a possible future tool which may or may not make use of this
directory structure.
