That's not the same. This takes a _pointer_ to NTCTS and creates an iterator
range from it.

The Filesystem wording in N3940 takes an _iterator_ to NTCTS.

    list<char> x{ 'a', 'b', '\0' };
    l.begin(); // iterator to NTCTS

•A type meeting the input iterator requirements that iterates over a NTCTS.
The value type shall be an encoded character type. A function argument
Source const& source shall have an effective range [source, end) where end
is the first iterator value with an element value equal to
iterator_traits<Source>::value_type().

I've never encountered such a thing in the wild. Hence "interesting
invention". :-)
