OK, I'm convinced.  LLVM is oriented towards compiler writers, who are expected to go deep into the details.  This library is aimed at those who would use LLVM in relatively simple ways and who are not willing to learn the gory details.  I agree that providing a complete interface for compiling, optimizing, and linking in the most common ways would be necessary for a complete library.
