I asked the VC++ folks about those and Cody Miller, the dev who is working
constexpr issues, replied:

Msft is now running the Boost regression tests as part of their release
criteria for constexpr, expression sfinae, and perhaps some other worrisome
areas. But if there are "Connect" issues that impact Boost, email me
privately and I'll put you in touch with Cody so he can give them priority.
