If it doesn't already, then the VC redist needs to have a baseline UCRT
that it deploys if there isn't already a newer one provided by Windows
Update.
You can't have a redist that depends on something that isn't bundled
with it or known to always already be present on the system. And some
people disable updates, or they fail, or otherwise aren't installed in time.
