That is how it is supposed to work. If you're seeing otherwise we're interested in a bug report / repro steps.

Update.
You can't have a redist that depends on something that isn't bundled
with it or known to always already be present on the system. And some
people disable updates, or they fail, or otherwise aren't installed in time.
