I'll add that the download links in the official Release notes [1] seem 
to be correct:

https://sourceforge.net/projects/boost/files/boost/1.63.0/boost_1_63_0.tar.bz2

SHA checksums are given there as well to make sure you're dowloading 
what you want to download.
