[GSoC 2020] Proposal Review

Here is my proposal for GSoC 2020. It takes into account the new timeline
announced today. I do not ask for a full review (which can be done after the
final submission) just a glance from the potential mentors to provide
feedback on any section I might have missed or needs to be modified.
