For the record, if you are still interested in investigating this route, I
used open source version of HTMLDOC (http://www.htmldoc.org/index.php, IIRC,
built from sources on Mac OS X) to produce boost.pdf for 1.32 release. It
took a bit of tweaking, but the end result was on par or even better-looking
than what our standard FOP-based PDF chain produced (when it wasn't broken)
back then.
