The project site for the MTL rewrite is now live.

I'll be posting some remarks about how to handle the imprecision of
floating point numbers later today.
Also apparently there are some problems with the linear algebra
concepts in the "preliminary documentation" referenced there; Andrew
Lumsdaine or one of his minions is going to post some errata here.
