Even if there was a misunderstanding, and in fact DNS was a problem, /etc/hosts would fix it since the file bypasses DNS and uses a local file to resolve the hostname. Yet Andrey needs to use a VPN. Which means the problem is at the level of TCP/IP, where traffic is either completely blocked, or partially blocked. There are reports of the firewalls allowing a few packets to go through, and then stopping further traffic, in any case at the layer of IP and HTTP packets, rather than DNS.
