Unlike GHA, which (usually) runs on commits, Appveyor also runs on tags. In this case the tag is boost-1.91.0, as 1.91 is in the process of being released. Appveyor for safe_numerics appears to have been set up by you, because it runs on your account: https://ci.appveyor.com/project/RobertRamey/safe-numerics/history The commit made in 2021 is the top of your `master` branch (which is what is being released, and consequently what is being tagged.)
Also if I make a change that touches only the documentation, it seems it runs the CI on the whole library. It's not a problem, as I just ignore them, but it seems to be a waste of resources.
