 The date_time_zonespec.csv that I recently retrieved from the boost.org
 repository contained old DST for Australia/Perth. Perth is trialing DST
 from 3rd December 2006. In 2006 clocks were moved forward an hour on 3rd
 December. In 2007 and 2008 this will happen on the last Sunday in October,
 and end at 3am on the last Sunday in March the following year. In 2009 a
 referendum will be held that will determine whether or not these changes
 become permanent.

 The following line (based on Australia/Melbourne) reflect the changes for
 2007-2009:
 "Australia/Perth","WST","WST","WST","WST","+08:00:00","+01:00:00","-1;0;10","+02:00:00","-1;0;3","+03:00:00"
