We normally structure large documents by splitting them into several
files, which I've found very effective, especially with respect to
tracking changes in version control.
Many wiki style markup languages use indentation for either blockquotes
(eg. restructured text and trac) or code blocks (eg. markdown and
quickbook) so we're not doing anything unusual here. As far as I can tell
the consensus is against using indentation in this way, for example, users
of structured text

structure-via-indentation found it unnatural].
Please don't reopen this ticket. If you want to discuss the issue further
the documentation mailing list is the correct forum, as it'll be read by
other users. But even if it this is considered desirable, we can't change
the semantics of indentation until a major reworking of the quickbook
syntax (maybe quickbok 2.0?) which we don't have any plans for in the
short or long term.
