#3964 pointed out that documentation for BOOST_<level>_CLOSE_FRACTION is
incorrect for unit of third parameter.
The ticket was closed because trunk was fixed.
However, after more than 2 years, the description in released document is
still not changed:

Timestamp of the corresponding file in released boost_1_50_0.7z is
08/07/27 16:04:04.
Therefore, release procedure or build procedure might be wrong, missing to
update document.
