 The corresponding file in trunk exists and has been fixed:
 http://svn.boost.org/svn/boost/trunk/libs/test/doc/html/utf/testing-
 tools/reference.html
 So, I guess that merge from thunk is forgotten.

 This is not only for utf/testing-tools/reference.html. For example:
