 So I did uninstall WDK (Windows Driver Kit) and installed latest SDK
 instead from MSVC 2015. And I can compile boost :)))

 So it seems as some Microsoft shit... but it would be still great if ppl
 with WDK installed can install Boost, even if it means to do some
 workaround on your side, and doing work instead of Microsoft...
