Rolling in Perforce's core Jam changes

At some point we ought to get up-to-date with the latest core Jam fixes from
Perforce. If someone would like to volunteer to do the merge, it would be a
big help. I can supply the sources and the result of an automatic merge if
you're not adept with Perforce itself, or I can check their current state
into a named CVS branch and you can go from there.
