Done! With the following:

Added the creation of bjam(.exe) to Jamfile. Link in UNIX and copy otherwise.
Updated the list of files in Jamfile.
Added creation of symlink/copy in the various package formats.
Added install of bjam symlink to boost-jam.spec.
Changed group to Development/Tools in boost-jam.spec.
Incremented version to 3.1.1 in Jamfile and boost-jam.spec.
Tested building with jam-mr-2.3.2, works.
Tested building with make bootstrap, works.
Tested building of all package formats available in Linux: gz, bzip2, zip;
works.
Tested building of RPM, works.

The changes to Jamfile and boost-jam.spec are in the boost_build_v2 branch.
